Former mayor, agent sentenced for ties to workers’ comp scam

An insurance broker and the former mayor of a New Jersey town – both with ties to a former Baltimore insurance agent already serving jail time – were sentenced on the same day for different schemes involving corruption.

Chester, N.J. insurance agent Frank Cotroneo, 63, who has an insurance brokerage in Morristown, was sentenced to three years in prison for directing bribes to former Toms River school superintendent Michael J. Ritacco in exchange for inflated insurance contracts. Among his co-conspirators was former Baltimore insurance agent Francis Gartland, 72, who is currently serving an 11-year prison sentence for his role in the school bribery scandal.

Cotroneo pleaded guilty to one count each of bribery and tax evasion. He was ordered to pay more than $12.4 million in restitution to the Toms River School District and in forfeiture to the United States.

As part of the scheme, the three men agreed to have Ritacco approve a workers’ compensation insurance contract between Gartland and the school district, yielding hundreds of thousands of dollars in excess fees, which would be used to make bribes to Ritacco.

Meanwhile, Former Toms River, N.J., mayor Carmine Inteso, 47, was sentenced to six months in prison and six months of house arrest for evading his income tax obligations after he accepted payments from former insurance broker Gartland.

Beginning in 2005 and continuing through 2008, Inteso accepted hundreds of thousands of dollars from Gartland, whose companies provided insurance brokerage services for New Jersey municipal entities including the Brick Township Board of Education and the township of Toms River.

Inteso instructed Gartland to make the payments to a company Inteso controlled but had ceased operating by 2007. Gartland pleaded guilty to charges of mail fraud, conspiracy to defraud the IRS and perjury and was sentenced to 11 years in prison.

Inteso allegedly used the money to pay his personal expenses. Despite receiving approximately $291,000 in income from the insurance broker during calendar years 2006, 2007 and 2008, Inteso failed to file personal income taxes for those years.
